전시체제기 어업조합연합회의 냉장사업과 ‘鮮魚’ 유통망 통제 : ‘西鮮’ 3도를 중심으로

본 논문은 전시체제기 ‘서선’ 어업조합연합회의 냉장·제빙시설 조성을 통한 선어(鮮魚) 집하거점지 장악과 그에 따른 유통망 형성·통제 과정을 검토하였다. 특히 조선총독부가 어업조합연합회 중심의 선어 유통구조 일원화를 달성하고자 했으나, 재원·자재 부족, 어민의 위탁판매 이탈로 그 시도가 좌절되는 과정에 주목했다. 1937년 중일전쟁 발발 이후 조선은 일본·만주·중국 지역을 포괄하는 ‘엔블록’ 전시 경제권에서 식량 공급 기지로 재편되었다. 이때 對 만주·중국 무역에서 선어 수출이 전시 민·군수 식량 차원에서 중요해지면서, 냉장시설의 보급 문제는 주요한 현안으로 부상했다. 그러나 기존 시기 냉장시설은 ‘남선’에 편중되어 있었으며, 대부분의 시설은 일본계 기업 소유에 머물러 있었다. 이는 전시 수송 효율 저하, 산물에 대한 통제력 확보 불가라는 측면에서 한계로 지적되었다. 이에 조선총독부는 만주국·중국과 지리적으로 인접한 ‘서선’의 수산업 개발을 추진하는 한편, 그 시설 운영의 주체로서 어업조합연합회에 주목했다. 또한 어업조합연합회 차원에서도 수출 확대를 기회로, 냉장시설 설치 보조를 요구하기 시작했다. 이에 조선총독부는 1937~1938년 「朝鮮漁業經營費低減施設補助規則」을 제·개정하여 냉장시설 보조의 주체를 어업조합 및 어업조합연합회로 한정하고, 어업조합연합회 직영 냉장시설을 선어 유통 통제구조의 핵심 기반 시설로 삼고자 하였다. 즉 전시 통제 경제구조상에서, 어업조합연합회를 단위로 한 선어 유통통제구조의 확립을 도모한 것이다. 그 결과 어련 직영의 냉장시설은 곧 생산지 내 선어 집하거점지로 기능하게 되었으며, 이와 연계한 어업조합연합회의 위탁판매 기능은 강화되었다. 그 결과 전통적인 선어 유통망은 점차 해체되어, 어업조합연합회의 냉장시설을 매개로 한 유통 통제망에 대체되어 갔다. 그러나 어업조합연합회를 중심으로 한 냉장시설 운영은, 운영 주체인 어업조합연합회의 부실한 재정 기반에 따라 그 한계에 직면했다. 「朝鮮漁業經營費低減施設補助規則」에 따른 지원액은 전체 시설비의 절반에 불과했고, 나머지 비용은 모두 차입금에 의존하고 있었기 때문이다. 이에 대해 조선총독부는 「財政的基礎强化對策要綱」을 발표하고, 어업조합연합회의 재정 기반을 강화하여 안정적으로 차입금을 상환시키려는 조치에 착수하였다. 즉 단체의 회계상에서 기본재산 편성을 강제하고, 위탁판매 기능의 강화를 통해 판매 대금의 확보를 도모한 것이다. 그럼에도 이러한 단체 자체의 재정 부실 문제는 지속적인 어획고의 감소와 위탁판매량 감소에 따라 해결되지 못했다. 한편 이러한 단체의 재정 부실 문제는 시설 운영비 조달상에서도 문제를 야기했다. 전시 물자난에 따른 전력 및 연료·자재 확보 곤란 상황은 시설 운영비의 상승으로 이어졌기 때문이다. 이는 결론적으로 시설의 가동 곤란 상황의 심화로 이어졌다. 또한 이러한 상황에서 조선총독부의 현실을 고려하지 못한 전시 통제 입법 강화는 오히려 어민층의 ‘비공식’ 유통을 확대시켰으며, 제도적 통제망의 실효성을 상실하도록 했다. 그 결과 조선총독부가 의도한 일원화된 선어 냉장 유통통제구조는 전시 말까지 제대로 기능하지 못한 채 그 구조적 한계를 드러냈다.

This paper examines the process by which the Federation of Fishermen’s Associations in the “Seoseon” (Western Coast) region during the wartime system period sought to secure control over fresh-fish collection hubs through the construction of cold chain facilities, and the subsequent formation of a distribution control network. Particular attention is paid to the manner in which the Japanese Government-General of Joseon attempted to achieve the unification of fresh-fish distribution under the leadership of the Federation of Fishermen’s Associations, as well as to the process by which this effort ultimately failed due to shortages of financial resources and materials and the withdrawal of fishermen from consignment sales. Following the outbreak of the Second Sino-Japanese War in 1937, Korea was reorganized as a food supply base within the wartime “yen bloc” economic sphere encompassing Japan, Manchuria, and China. As exports of fresh fish to Manchuria and China emerged as an important source of civilian and military food supplies, the expansion of cold chain facilities became a pressing issue. However, existing cold chain facilities were heavily concentrated in the “Namseon” (Southern Coast) region and were largely owned by Japanese-capital enterprises. This situation was criticized for its limitations in terms of wartime transport efficiency and the inability to secure effective control over marine products. In response, the Japanese Government-General of Joseon promoted fisheries development in the Western Coast region, which was geographically adjacent to Manchuria and China, and focused on the Federation of Fishermen’s Associations as the main agent responsible for facility operation. At the same time, the Federation of Fishermen’s Associations itself began to demand subsidies for the installation of cold chain facilities, viewing the expansion of exports as an opportunity. Accordingly, through the enactment and revision of “The Joseon Fisheries Management Cost Reduction Facility Subsidy Regulations” between 1937 and 1938, the Japanese Government-General of Joseon limited eligibility for cold chain subsidies to fishermen’s associations and their federations, and sought to position cold chain facilities directly operated by the Federation of Fishermen’s Associations as the core infrastructure of a fresh-fish distribution control system. In other words, it aimed to establish a fresh-fish distribution control structure organized around the Federation of Fishermen’s Associations within the wartime controlled economy. As a result, federation-operated cold chain facilities came to function as collection hubs at production sites, while the federation’s consignment sales functions were strengthened in tandem. Consequently, traditional fresh-fish distribution networks were gradually dismantled and replaced by a controlled distribution network mediated by the federation’s cold chain facilities. However, the operation of cold chain facilities centered on the Federation of Fishermen’s Associations soon encountered the problem of the organization’s weak financial foundation. Under the subsidy regulations, government support covered only half of total facility construction costs, with the remainder entirely dependent on borrowed funds. In response, the Japanese Government-General of Joseon announced "The Outline of Measures for Strengthening the Financial Foundation" and undertook measures to reinforce the federation’s financial base and ensure stable repayment of loans. These measures included mandating the formation of basic assets in the federation’s accounts and securing sales revenue through the expansion of consignment sales. Nevertheless, the federation’s financial difficulties persisted due to continued declines in catch volumes and consignment sales. Meanwhile, these financial weaknesses also created problems in securing operating funds for facility management. Wartime shortages of electricity, fuel, and materials led to rising operating costs, which in turn exacerbated difficulties in maintaining facility operations. Moreover, the strengthening of wartime control legislation by the Japanese Government-General of Joseon, which failed to adequately reflect on-the-ground realities, instead encouraged the expansion of “informal” distribution among fishermen, thereby undermining the effectiveness of the institutional control network. As a result, the unified cold-chain-based fresh-fish distribution control system envisioned by the Japanese Government-General of Joseon failed to function effectively through the end of the war, ultimately revealing its structural limitations.
