Analytical Hierarchy Process (AHP)-Based Barriers Assessment for Waste-to-Energy Development in Myanmar

This study investigates key barriers and sub-barriers that hinder the development of Waste-to-Energy (WtE) in Myanmar, utilizing the Analytical Hierarchy Process Online Software (AHP-OS). The assessment identifies the most critical barriers, ranking their relative importance, and supports policy implications. This research categorizes into five key barriers, such as social, economic, technical, policy-political and institutional, and environmental barriers. The sub-barriers are divided into fifteen categories and chosen based on an extensive literature review, aligning with national waste management strategies and the master plan. The AHP methodology is employed to analyze the expert judgment and attain the local and global priorities for each barrier. The results indicate that economic barriers are the most critical factor for Waste-to-Energy (WtE) development, followed by technical, policy-political and institutional, social, and environmental barriers. As a result of the AHP sub-barrier, the lack of financial incentives and subsidies is the highest-ranked sub-barrier among the cluster of sub-barriers. This is followed by the lack of a Public-Private Participation (PPP) framework and the high capital cost of Waste-to-Energy (WtE) facilities. These economic constraints discourage project feasibility and investment attractiveness. The findings offer policymakers critical insights, emphasizing the need to strengthen financial and institutional support mechanisms, attract private sector participation, and promote long-term Waste-to-Energy (WtE) development in Myanmar.
