Assessing the Effectiveness of Palestinian Digital Diplomacy During the 2023-2024 Gaza Conflict

Amid renewed violence in the Israeli-Palestinian conflict since October 2023, the Palestinian Authority (PA) has increasingly turned to digital platforms to appeal for support to the international community and counterbalance the well-established Israeli narrative. As the war unfolds in Gaza alongside rising global attention, a crucial question emerges on the effectiveness of digital diplomacy (DD) as a tool to influence third-party government responses such as support, condemnation, or neutrality, in interstate conflicts. This study argues that he PA’s DD efforts (measured in weekly frequency and thematic framing) have been effective in gathering international visibility and in generating favorable attention for Palestine. Analyzing 6087 PA tweets and 1924 foreign government diplomatic statements from October 2023 to December 2024, this research finds: 1) increased posting by the PA correlates with a rise in total mentions of Palestine, 2) but the proportion of supportive mentions declines as DD intensifies. These findings reveal that while DD is effective in generating international reactions for weaker actors, it does not guarantee favorable sentiments. Visibility often comes with simultaneous critical or neutral responses. Especially in asymmetric communication environments where rival actors like Israel possess greater means. 3) content framed around the humanitarian crisis in Gaza creates more supportive responses than posts focused on governance or military issues. Although this highlights the power of emotional and moral framing, it also comes with serious limitations: humanitarian appeals might garner sympathy but may not advance the PA’s long-term goals of legitimacy and statehood.
