Unlocking the climate finance access barriers: A stakeholder perception analysis from Lao PDR

This study examines stakeholder perception in Lao PDR regarding the determinant factors of climate-related ODA, with the purpose of identifying awareness gaps and informing capacity building needs to enhance the country's access to adequate climate-related ODA. The study utilizes survey responses from 42 key stakeholders from government ministries, private sector and NGOs in Lao PDR to examine their perception of recipient need and merit factors that typically determine climate-related ODA. Stakeholders demonstrate widespread perception of Lao PDR's needs and merits, yet face significant challenges in translating these advantages into increased climate finance. The study reveals critical gaps between perception and strategic utilization of climate finance determinants, with inadequate readiness in areas such as proposal writing, technical expertise, and information management systems, particularly at subnational levels. Unlike previous research focusing primarily on donor interest factors of climate finance, this study offers unique insights into how recipient country stakeholders perceive their need and merit factors related to climate finance, providing valuable perspectives on both knowledge gaps and locally perceived solutions for increasing climate finance access. The findings can inform targeted recommendations for policymakers and practitioners in Lao PDR, suggesting ways to better leverage recipient need and merit factors through enhanced strategic planning and multi-level capacity building for better climate finance acquisition.
