사회 문제로서의 부정부패와 종교의 역할: 종교의 윤리적 사회통제적 기능을 중심으로

초록/요약

본 연구는 부정부패를 사회 문제의 하나로 보고 그 해결을 위한 종교의 역할을 고찰한 것이다. 부정부패는 일반적으로 공적 권한의 사적 남용으로 정의되어서 정치·행정·경제 또 는 법적 영역에 귀속시키지만, 부패가 보여주는 양면적 속성과 함께 규제가 많을수록 부패 가 많이 발생하고, 법적 처벌 수치로는 실제와의 거리가 커서 현황을 밝히기 어렵다는 점 등으로 법적 접근만으로는 그 해결이 충분해 보이지 않는다. 이와 달리 사회학적 방법론은 사회에 막대한 영향을 끼치는 바람직하지 않은 사회현상을 이론적으로 설명하여 그 원인을 찾는 것이어서 사회 문제로서 부정부패 역시 부패가 만연한 사회현상의 원인과 해결방식을 찾는 데에 초점을 둔다. 이러한 점에서 부정부패의 해결에도 여타 사회 문제 해결에 크게 기여한 종교의 역할이 요구되거니와, 본고에서는 그중 종교 윤리의 강화와 종교공공사회학적 접근을 제시했다. 종교 윤리는 종교·비종교인을 막론하고 현재 종교가 수행해야 할 가장 중 요한 활동으로 거론되고, 어떤 면에서는 법적 강제력보다 더 강력한 사회통제의 기능을 갖 고 있다는 점을 주목했다. 반면 종교공공사회학이 제시하는 방법은 연구자들이 직접 현장에 나아가 공중(public)을 만나 종교적 시선으로 이야기를 나누고 그 결과를 종교 기반 시민단 체들과 공유하면서 언론을 통해 문제점을 여론화시키는 것이다. 전자는 종교가 인간의 현재 삶에 직결된 윤리에 관심을 기울여야 한다는 종교계의 역할 재정립이 필요하고, 후자는 아 직 그 활동이 구체화되지 못해 이 분야가 지니는 과제와 한계가 분명하지 못하다는 문제점 을 갖고 있다. 그럼에도 종교는 한국이 세계 10 위권의 경제력에 비추어 그 청렴도가 아직 낮은 수준이라는 비판을 극복할 수 있는 매우 중요한 길임을 부인할 수 없다.

초록/요약

This study considers corruption as one of the social problems and examines the role of religion in solving it. Corruption is generally defined as private abuse of public authority and attributes it to political, administrative, economic, or legal areas. However, a legal approach alone does not seem to be sufficient due to double-sided attributes of corruption besides the fact that there is more regulation, the more corruption occurs, and the difficulty to reveal the current situation in terms of legal punishment figures because of the large distance from reality. In contrast, the sociological methodology theoretically explains undesirable social phenomena that have a huge impact on society and focuses on finding their cause and solution which corruption is prevalent. In this respect, the role of religion that has greatly contributed to solving other social problems is required here, and this paper suggests strengthening religious ethics and an approach of public sociology of religion. The former noted that religion was currently mentioned as the most important activity to be carried out, regardless of religious or non-religious people, and that religious ethics in some ways have a stronger function of social control than legal coercion. On the other hand, the method suggested by the public sociology of religion is that researchers go directly to the field, meet with the public, talk with religious eyes, have a conversation, and share the results with religion-based civic groups, and publicize the problem through the media. The former needs to redefine the role of the religious world that religion should pay attention to the ethics that are directly related to the real life of human beings. The latter, on the other hand, has a problem that the tasks and limitations of this field are not clear because the activity is not yet materialized. Nevertheless, it cannot be denied that religion is a very important way to overcome criticism that Korea is still at a low level of integrity in light of the world's top 10 economic power.
