이 글은 막스 베버(Max Weber)가 서구 근대법의 합리성을 이해하는 관점과 방법론을 따라 사회복지전담공무원의 업무 고충에 대해 살펴본다. 일반적으로 관료와 사회복지사라는 서로 다른 업무를 동시에 담당해야 하는 역할 딜레마에서 사회복지전담공무원의 업무 고충과 소진의 원인을 찾는다. 이 글은 주어진 법과 규칙 안에서 형식적으로 해결하는 업무와 개개의 구체적 상황에 맞게 복지 가치를 해석하고 개입하는 실질적 업무로 사회복지공무원의 일 범주를 재구성하고, 사회복지전담공무원이 얼마나 업무 통제권을 확보할 수 있느냐의 의미로 합리성 개념을 재해석하여 이념형(Idealtypus)을 구성한 후, 이를 수단으로 사회복지전담공무원의 일 과정을 그들의 관점에서 살펴본다. 공공복지 전달체계의 수단이며 형식 합리적 업무의 전형으로 도입된 사회보장정보시스템이 공공부조나 찾아가는 사회복지서비스와 같은 실질적 업무를 진행함에 있어 과도한 복잡성과 중복, 업무 가중으로 인해 오히려 업무 통제력을 떨어뜨리는 것으로 이해되었다. 그리고 엄격한 외적 기준과 까다로운 형식적 조건을 동반한 공공부조의 조건들도 실제 민원인을 만나고 복지 사각지대를 넓히는 데 유효한 기준이 되기보다는 민원인들의 불만과 위력 행사로 연결되어 사회복지공무원의 소진을 일으키는 한 요인이 되고 있다. 사회복지공무원의 업무 고충을 덜고 통제력을 좀 더 높이기 위해서는 형식 합리적 업무와 실질 합리적 업무 사이의 적절한 균형, 그리고 사회복지사로서의 전문성과 자율성을 인정하는 실질 합리적 사회복지프로그램이 필요함을 제시한다.

This article examines the difficulties faced by Public Social Workers according to Max Weber’s perspective and methodology to understand the rationality of Western modern law. In general, in the dilemma of having to perform different tasks of a bureaucrat and a social worker at the same time, the cause of the difficulties of Public Social Workers is searched for. This article reorganizes the work category of social welfare officials into tasks that are formally resolved within given laws and practical tasks in which it becomes important to interpret and intervene in welfare values, and after reconstructing the concept of rationality in the sense of how much self-control can be secured in the work, analyze the work process of Public Social Workers from their point of view. The social security information system, which was introduced as a model of formal and rational work, is performing practical tasks such as public assistance work and visiting social welfare services, was understood to drop because of excessive complexity, duplicate, and work-heavy. Conditions of public assistance, accompanied by strict external standards and difficult formal conditions, are not effective standards for meeting actual civil servants and widening the welfare blind spot, but rather lead to complaints from civil servants and the exercise of power, leading to exhaustion of social welfare officials. It suggests that in order to increase the rationality of Public Social Workers’ work, it is necessary to have an appropriate balance between formal and practically rational work, and a practical rational social welfare program that recognizes the professionalism and autonomy of a social worker.
