도시농업의 다원적 기능과 제도화의 역설 : 반려식물 보급사업과 메트로팜 사례를 중심으로

The Multifunctionality of Urban Agriculture and the Paradox of Institutionalization : Focusing on the Cases of the Companion Plant Distribution Program and the Metro Farm

초록/요약

2000년대 후반에서 2010년대 초반 제기된 전 지구적 수준의 먹거리 위기 및 국내적 먹거리 위기에 대한 해법으로 한국에서 민간을 중심으로 도시농업이 활성화되기 시작했다. 서울시 역시 이러한 흐름에 발맞추어 2011년 「도시농업의 육성 및 지원에 관한 법률」(이하 서울시 도시농업법) 및 「서울특별시 도시농업의 육성 및 지원에 관한 조례」를 제정하고 도시농업을 제도화하였다. 민간 중심으로 활성화된 도시농업과 마찬가지로 서울시 역시 도시농업이 각종 먹거리 문제에 대한 해법이 될 수 있을 것으로 기대하였다. 이와 함께 서울에서 발생하는 다양한 사회 문제가 공동체 문화의 부재에서 비롯된 것이라는 인식 아래에서 도시농업의 활성화를 통해 공동체 문화를 복원하는 것, 그리고 도시의 각종 환경 문제를 개선하는 것 역시 도시농업의 필요성으로 제시되었다. 즉, 제도화된 도시농업은 다원적 기능(multifunctionality)을 통한 먹거리 관련 문제의 대응 전략이자, 무너진 공동체 문화를 회복하는 방법이며, 환경을 개선하는 수단이라는 취지를 담고 있다. 서울시의 도시농업은 제도화된 이후 시간이 흐르며 분화되기 시작한다. 여기에는 도시농업을 통해 복지 서비스를 제공해야 한다는 복지 체계적 접근 요인과 농업에 과학 기술을 접목하여 경쟁력을 강화하겠다는 국가의 농업 미래 산업 육성 기조 요인이 영향을 미쳤다. 본 연구는 한국의 수도이자 가장 많은 인구수를 가진 서울이라는 도시에서 도시농업이 제도화된 이후 분화된 흐름에 주목하고 각각의 요인에 따라 새롭게 형성된 두 가지 사례를 중심으로 분석하였다. 이러한 분석은 서울시가 도시농업을 제도화한 목적으로 제시한 도시농업의 다원적 기능이 실제로 파생되고 있는지를 중심으로 이루어졌다. 이를 위해 농업의 다원적 기능이라는 개념을 살펴보고, 새롭게 등장한 두 사례가 각각 파생하는 다원적 기능을 개념적 수준에서 경제적 기능, 사회적 기능, 환경적 기능으로 구분하여 실제 여부를 파악하고자 했다. 분석 결과 먹거리 위기의 해법으로서 대안 먹거리 확보 수단으로 제시된 도시농업의 경제적 기능은 스마트팜 산업 지원을 통한 특정 기업의 영리적 활동과 이에 따른 이윤 축적으로 이해된다. 이에 따라 서울시 도시농업은 대안적인 시장 형태로서의 도시농업이 아니라 기존 시장 경제의 또 다른 사례를 형성했다. 이 과정에서 시민은 안전한 먹거리의 직접 생산자가 아니라 소비자로 재편된다. 이는 민간 중심 도시농업이 소수 대기업 중심 식품 체계에 대한 문제의식으로부터 시작된 것을 보았을 때 모순적이다. 복지 서비스의 제공과 이를 통한 삶의 질 향상으로 제시된 도시농업의 사회적 기능은 치유와 힐링의 제공으로 이해된다. 이에 따라 독거노인이라는 인구 집단의 생활을 개선하는 복지를 제공하기 위한 도시농업적 해법이라기보다는 기존 복지 체계 아래에서 이행되는 노인맞춤돌봄서비스의 하위 프로그램과 다를 바 없게 되었다. 이 과정에서 사업 대상자인 노인은 텃밭 형태의 도시농업에서 시민이 ‘도시농부’로 호명되는 것과는 다르게 ‘복지 수혜자’로 호명된다. 토양에 화학 물질을 투입하지 않고 탄소 배출을 완화한다는 도시농업의 환경적 기능은 민간 기업의 산업 확장을 가능하게 하는 조건으로 협소하게 이해된다. 그리고 스마트팜 산업의 환경적 이점을 강조하는 과정에서 기존 농산업의 생산 과정 및 유통 과정은 정부, 언론, 스마트팜 전문 기업에 의해 환경에 큰 영향을 받아 불안정하고 환경에 악영향을 미치는 산업으로 이해된다. 즉, 농업은 다양한 기능을 파생하므로 경제적 가치로만 이해될 수 없음을 의미하는 본래의 다원적 기능은 도시농업 정책에서 편의에 따라 재해석되는 경향을 보인다. 도시농업이 제도화된 시점에서 제시된 다원적 기능은 그것의 본래 목적을 상실한 채 수익성 확보의 명분이자 가장 저렴한 비용으로 복지를 제공하는 명분이며 농민과 농업에 대한 지원 없이도 농업과 농촌의 지속적인 발전을 위한 농업 정책을 수행하고 환경친화적인 미래형 산업을 지원한다는 명분이 된다. 이러한 분석에 따라 도시농업의 활성화를 통해 서울시가 제시하는 다원적 기능과 실제로 이행되는 다원적 기능에는 차이가 있는 것으로 이해할 수 있다.

In response to the global food crisis and domestic food insecurity that emerged in the late 2000s and early 2010s, urban agriculture began to flourish in South Korea, driven mainly by civil initiatives. In 2011, the Seoul Metropolitan Government institutionalized urban agriculture by enacting the “Act on Development and Support of Urban Agriculture” and the “Seoul Metropolitan Government Ordinance on the Promotion and Support of Urban Agriculture”. The city anticipated that urban agriculture could provide a solution to various food-related issues. Furthermore, recognizing that many social issues in Seoul stemmed from the lack of a sense of community, the government also identified urban agriculture as a means to restore communal culture and address urban environmental issues. In this context, institutionalized urban agriculture was framed as a strategy to tackle food-related problems through its multifunctionality, a means to rebuild broken community ties, and a tool for environmental improvement. Over time, however, urban agriculture in Seoul began to diverge after its institutionalization. This divergence was influenced by the need to provide welfare services through urban agriculture and by policy directions aiming to enhance competitiveness by integrating science and technology into agriculture. This study focuses on the differentiated trajectories of urban agriculture in Seoul following its institutionalization, analyzing two cases shaped by these factors. The analysis centers on whether the multifunctionality of urban agriculture, as envisioned by the Seoul Metropolitan Government, has materialized in practice. To this end, the study examines the concept of multifunctionality in agriculture and identifies the economic, social, and environmental functions generated by the two new cases. The findings are as follows: ① The economic function of urban agriculture is understood as corporate profit-oriented activities facilitated by smart farm industry support, resulting in profit accumulation for specific corporations. Consequently, Seoul’s urban agriculture forms another example of the existing market economy rather than an alternative market model. In this process, citizens are positioned as consumers instead of producers of safe food, deviating from the initial vision of urban agriculture as a citizen-centered initiative. This contradicts the original intent of civil-led urban agriculture, which emerged as a critique of the corporate-dominated food system. ② The social function of urban agriculture is narrowly interpreted as the provision of healing and therapeutic services. Rather than addressing the welfare needs of specific populations such as the elderly living alone, urban agriculture functions as a subordinate program within the existing personalized care services for the elderly. In this process, the elderly, as the program’s beneficiaries, are identified as “welfare recipients” rather than “urban farmers,” in contrast to how other citizens are engaged in urban agriculture. ③ The environmental function of urban agriculture is narrowly understood as a condition facilitating the expansion of private industries. Moreover, the production and distribution processes of traditional agriculture are portrayed by the government, media, and smart farm companies as environmentally unstable and detrimental. In summary, while agriculture is inherently multifunctional and can not be reduced to mere economic value, its multifunctionality has been arbitrarily interpreted in urban agriculture policies for convenience. The multifunctionality of urban agriculture has lost its original purpose and is redefined as a justification for profit maximization, a justification for providing welfare at the lowest cost, and a justification for implementing agricultural policies without providing direct support to farmers and agriculture. This analysis reveals a discrepancy between the multifunctionality of urban agriculture proposed by Seoul and its actual implementation.
