탄소중립 관련 국가연구개발사업에 대한 정부 의제와 언론 의제 분석

It cannot be said that national research and development projects are the only factor in the development of science and technology in Korea. The national research and development project, which is a part of science and technology policy, reflects the direction of the government's science and technology policy. The government, a representative official participant in science and technology policy, and the unofficial participant but powerful media are two-sided. Therefore, this paper analyzes how the government and the media coverd national R&D projects and what properties were highlighted for national R&D projects related to net zero carbon emission, focusing on agenda setting theory, and what correlations appear between the two agendas. A total of five research questions were set according to the purpose of the study. Research question 1 is what kind of agenda the government and the media have established for national R&D projects, research question 2 is what kind of correlation is there between the government and the media agenda related to national R&D projects, research question 3 is what kind of attribute agenda the government establishes for national R&D projects related to net zero carbon emission, what kind of difference is shown by period and regime, research question 4 is what kind of attribute agenda the media establish for the net zero carbon emission policy, what kind of difference is shown by period and regime, and the last research question is what kind of correlation between the government and the media's attribute agenda for national R&D projects related to net zero carbon emission. For the study, from 2020 to August 2023, a total of 7 newspapers and policy briefing data were analyzed and agenda setting between the government and the media was analyzed. As a result of the study, both the government and the media for the entire national R&D project were found to establish net zero carbon emission and biohealth as major agendas. In the analysis by period, the carbon neutral issue for national R&D projects, which had been emphasized since 2020, was found to be less than 20% in both the government and the media in 2023, indicating that the proportion of reporting decreased compared to other periods. As a result of analyzing the agenda-setting effect between media for the national R&D project of the government and the media, it was found that the government agenda and the media agenda for the national R&D project had a strong influence on each other, and the agenda-setting effect appeared in each regime. According to the analysis of the correlation between the media subject to major agendas of the government and the media on national R&D projects according to the period, it was found that the mutual agenda-setting effect between the government and the media appeared in the government and media agendas from 2020 to 2022. As a result of examining the government and the media's attribute agenda for net zero carbon emission national R&D projects, it was found that the government greatly emphasized policy activities and economic feasibility. By regime, policy activities accounted for the highest proportion at 41.0% in the Moon Jae In government, followed by economic feasibility at 29.0%. In the Yoon Suk Yeol government, economic feasibility was 42.6% and policy activities were 29.8%, confirming that differences in attributes appeared for the same issue by regime. In the media attribute agenda for national R&D projects related to net zero carbon emission, private activities, international circumstances, and policy activities appeared in order. By regime, the media most emphasized private activities regardless of regime. What is noteworthy here is that during the Moon Jae In government, the media emphasized policy activities after private activities, whereas during the Yoon Suk Yeol government, there was a difference that highlighted the international situation more. As a result of analyzing the effect of setting the agenda between the media on the government and the media attribute agenda, it was found that the government attribute agenda during the Moon Jae In government had an effect on the media attribute agenda setting during the Yoon Suk Yeol government. As a result of analysis by period, it was found that the effect of setting the agenda between the government and the media attribute agenda was not statistically significant between the government and the media from 2020 to 2022. However, in 2022, it was found that the agenda setting between some media was statistically significant, and it was confirmed that the media attribute agenda affected the government's attribute agenda in the agenda setting between the government and the media for net zero carbon emission national R&D projects. This study identified the government and media attributes agenda for national R&D projects related to net zero carbon emission, and analyzed the correlation between media using the lag correlation coefficient. As a result, it will be helpful in letting the government know what kind of relationship the media and the government should have in the process of establishing and promoting science and technology policies.

초록/요약

한국의 과학기술 발전에 있어서 국가연구개발사업을 빼놓고 말 수 없다. 과학기술정책 중 하나인 국가연구개발사업은 정부의 과학기술 정책 방향을 반영하고 있다. 과학기술정책에 있어 대표적인 공식 참여자인 정부와 비공식 참여자이지만 강력한 힘을 가진 언론은 양면성을 가진 관계이다. 이에 본 논문은 정부와 언론이 국가연구개발사업에 대해 어떻게 다루었으며, 탄소중립과 관련된 국가연구개발사업에 대해 어떠한 속성을 부각하였는지를 의제설정이론 중심으로 분석하고 두 의제 간 어떠한 상관관계가 나타나는지를 분석하고자 하였다. 연구 목적에 따라 총 5개의 연구 문제를 설정하였다. 연구 문제 1은 정부와 언론은 국가연구개발사업에 대한 어떠한 의제를 구축했는가, 연구 문제 2는 국가연구개발사업에 대해 정부와 언론 의제 간 어떠한 상관관계가 있는가, 연구 문제 3은 정부는 탄소중립과 관련된 국가연구개발사업에 대해 어떠한 속성의제를 구축하며 시기별, 정권별 어떤 차이를 보이는가, 연구 문제 4는 언론은 탄소중립 정책에 대해 어떠한 속성의제를 구축하며 시기별, 정권별로 어떤 차이를 보이는가, 마지막 연구 문제는 탄소중립과 관련된 국가연구개발사업에 대해 정부와 언론의 속성의제는 어떤 상관관계를 보이는가이다. 이를 위해 2020년부터 2023년 8월까지 조선일보, 중앙일보, 동아일보, 한겨레, 경향신문, 매일경제, 한국경제 총 7개 신문과 정책브리핑 자료를 대상으로 내용 분석을 수행하였고 정부와 언론 간 의제을 분석했다. 연구 결과, 국가연구개발사업 전체에 대한 정부와 언론 모두 탄소중립, 바이오헬스 등을 주요 의제로 구축하는 것으로 나타났다. 시기별 분석에서는 2020년부터 강조되던 국가연구개발사업에 대한 탄소중립 이슈는 2023년에 정부와 언론 주요 의제에서도 모두 20% 미만으로 나타나 다른 시기에 비해 보도 비중이 감소하는 것으로 나타났다. 정부와 언론의 국가연구개발사업에 대한 의제를 대상으로 매체 간 의제설정 효과 분석 결과 정권별에서는 국가연구개발사업에 대한 정부 의제와 언론 의제가 상호 간 강한 영향력을 끼치며 의제설정 효과가 나타나는 것으로 나타났다. 시기에 따른 정부와 언론의 국가연구개발사업에 대한 주요 의제 대상 매체 간 상관 분석에서는 2020년부터 2022년까지 정부와 언론 의제에서 매체 간 상호 의제설정 효과가 나타나는 것으로 나타났다. 탄소중립 관련 국가연구개발사업에 대한 정부와 언론 속성의제를 살펴본 결과 정부는 정책활동과 경제성을 크게 부각하는 것으로 나타났다. 정권별로는 문재인 정부에서는 정책활동이 41.0%로 가장 비중이 높고 다음으로 경제성이 29.0%로 나타났다. 윤석열 정부에서는 경제성이 42.6%, 정책활동이 29.8%로 나타나 정권별로 동일 이슈를 대상으로 속성 차이가 나타나는 것을 확인할 수 있었다. 탄소중립 관련 국가연구개발사업에 대한 언론 속성의제에서는 민간 활동, 국제정세, 정책활동 순으로 나타났다. 정권별로 언론은 정권에 상관없이 민간 활동을 가장 부각하였다. 여기서 주목할 점은 문재인 정부 시기 언론은 민간 활동 다음으로 정책활동을 강조한 것에 반해 윤석열 정부 시기에는 국제정세를 보다 부각하는 차이가 나타났다는 점이다. 정부와 언론 속성의제 대상으로 매체 간 의제설정 효과를 분석한 결과 정권별로는 문재인 정부 시기 정부 속성의제가 윤석열 정부 시기 언론 속성 의제설정에 영향을 미치는 것으로 나타났다. 시기별 분석 결과 2020년부터 2022년까지 정부와 언론 속성의제 사이에는 매체 간 의제설정 효과가 통계적으로 유의미하지 않은 것으로 나타났다. 그러나 2022년에 일부 매체 간 의제설정이 통계적으로 유의미한 것으로 나타났는데 탄소중립 관련 국가연구개발사업에 대한 정부와 언론 두 매체 간 의제설정에서 언론의 속성의제가 정부의 속성의제에 영향을 주는 것을 확인할 수 있었다. 본 연구는 탄소중립과 관련된 국가연구개발사업을 대상으로 정부와 언론 속성의제를 파악하고 시차 상관 계수를 활용하여 매체 간 상관관계 분석하였다. 그 결과 정부가 과학기술정책을 수립하고 추진하는 과정에서 언론과 정부가 어떠한 관계성을 맺어야 하는지를 알게 해주는 데 도움이 될 것으로 생각한다.
