A Step Closer to the Sustainable Participatory Irrigation Management : Focusing on Andhra Pradesh in India

초록/요약
The world has been making efforts to combat water scarcity since water has been recognized as limited resources. One representative effort made in the agriculture sector is the participatory irrigation management (PIM). However, the sustainability of the PIM is not mush promising due to farmers’ ability to afford the operation and maintenance fund for the received irrigation systems and the expenditure for repairs of equipment, and lack of understanding, motivation, and long-term visions and strategies by farmers. This research attempted to explore what makes PIM programs sustainable using a framework from IWMI which originally come from Meinzen-Dick’s framework. The framework is that social, economic, and political settings influence water resource systems, governance and water users, then all factors influence sustainability of PIM. This study conducted a case study of Andhra Pradesh Farmer-Managed Groundwater System (APFAMGS) in India using “water resource system”, “governance”, and “users” framework. APFAMGS is one of successful cases in terms of sustainability. Even after the project terminated, the PIM model and approach were adopted for other project in the state and produce same outcome. In results, for sustainability of PIM, adequate water supply, water policy that covers irrigation water users’ association, and users’ capacity were critical factors. Thus, what makes a PIM model sustainable is not only structural reform, but also government’s capacity and water users’ participation.
