초록/요약
This study aims to investigate the direct and indirect impact of local environmental spending on food waste, technological factors, and demographic and social economics of food waste. This paper conducts the dynamic panel analysis using a balanced panel dataset of 240 cities in Korea for the period between 2010 and 2019. The results support the waste Kuznets curve hypothesis and show that food waste increases with economic growth and then decreases at a particular point. The ratio of the aging population tends to decrease food waste. In addition, environmental spending for food waste is effective in reducing food waste directly and indirectly in short run and long run. To be specific, the effect of directly reducing food waste through local environmental spending is greater than the effect of indirectly reducing it through local economic growth. In addition, the environmental spending of local governments in the long run is more effective in reducing food waste than in the short run.

본 연구는 정부의 정책, 기술적 요인, 인구통계학적 요인이 음식물쓰레기에 미치는 영향에 대해 분석한다. 특히, 지역경제성장을 통한 지역 환경 지출이 음식물쓰레기에 미치는 직간접적 영향을 분석한다. 본 논문은 2010년부터 2019년까지 국내 240개 시군구 패널 데이터를 사용하여 동적 패널 분석을 수행한다. 분석결과는 폐기물 쿠즈네츠 곡선 가설을 뒷받침하며 음식물쓰레기가 경제성장에 따라 증가했다가 특정 지점에서 감소한다는 것을 보여준다. 높은 고령화 인구 비율은 음식물 쓰레기의 양을 줄이는 경향이 있는 것으로 나타났다. 또한 음식물쓰레기 관리를 위한 환경지출이 직간접적으로 그리고 장단기적으로 볼 때 음식물쓰레기를 줄이는 데 효과가 있는 것으로 나타났다. 구체적으로는 지역 경제 성장을 통해 간접적으로 줄이는 효과보다 지역 환경지출을 통해 음식물쓰레기를 직접 줄이는 효과가 더 큰 것으로 나타났다. 또한 지자체의 환경지출이 장기적으로 볼 때 음식물쓰레기 감소에 더 효과적인 것으로 나타났다.
