초록/요약
This study aims to evaluate flood risk management in Vietnam after the 2011 flood in the Vietnamese Mekong Delta (VMD). Particular focus is placed on the governing system, including laws and institutions related to flood risk management. The study deploys the Sendai Framework for Disaster Risk Reduction 2015-2020 (Sendai Framework) as a theoretical framework to analyze the shift in the legal systems and institutional arrangements after enacting the Law on Natural Disaster Prevention and Control. The study appraises how the shift in the governing system has enhanced flood risk management in Vietnam by reviewing academic journals, books, policies, laws, and reports. As a flood-prone country, Vietnam has continued to utilize the benefits of floods and reduce the harmful consequences of flood disasters. Despite such efforts, floods have been increasing in frequency and intensity causing devastating consequences. After the severe 2011 flood in the VMD, the Law on NDPC, the first comprehensive law on disasters, was enacted in 2013 to improve resilience and reduce the devastating consequences of flood disasters. Several achievements have been made after the enactment of the Law on NDPC. Vietnam has put effort to shift toward a risk-based approach and a bottom-up approach in managing flood disasters. However, the widespread top-down approach and fragmentation in legal documents and institutions remain challenges. Efforts to shift from a fragmented top-down strategy to a bottom-up strategy can enhance the capacity to manage severe flood disasters in Vietnam.
