문재인 정부 사학정책에서의 패러독스 현상 분석: Stone의 이해관계 패러독스를 중심으로

본 연구는 문재인 정부의 사학정책 실행 과정에서 나타나는 패러독스 현상을 정책 관련 집단의 이해관계에 초점을 맞추어 분석하고, 이에 대한 정책적 시사점을 밝히는 데 목적을 둔다. 문재인 정부의 사학정책은 교육의 공공성, 사학의 투명성 강화를 기조로 시행되었으나, 시민들의 여론을 정책화하는 대의의 과정과 정책에 대한 지지를 이끌어내는 동원의 과정에서 대표성이 부족하였다. 사학정책의 규범적 가치와 정당성을 확보하기 위해 정책 내러티브를 활용하는 과정에서 의견 충돌이 빚어졌고 대상 집단을 의도적으로 비판하는 전략을 사용하여 소모적인 갈등을 유발하였다. 무엇보다 사학에 이익이 집중되는 교육적 불평등을 해소하고 시민에게 교육적 이익을 널리 배분할 것을 강조하는 과정에서 사학의 자주(율)성, 교육의 다양성, 학교 선택권과 같은 중요한 교육적 가치를 폄하함으로써 시민들에게 사회경제적 비용을 부담하게 하였다. 이러한 정책 패러독스 현상을 줄이기 위해서는 정책을 민주적인 성격과 절차에 맞게 시민들의 의견을 반영하고 공유하여야 하며, 정책 내러티브의 활용에서 미래의 비전과 정책 대안을 제시하는 방향으로 전환할 필요가 있다. 정책의 결과에 따라 시민들이 얻게 될 편익과 부담할 비용을 면밀하게 판단하고, 정치적 이념에 따른 이익보다는 교육적 가치의 실현에 초점을 맞추어 사학정책을 시행하는 것이 바람직할 것이다.

The purpose of this study is to analyze the paradox phenomenon that appears in the Moon Jae-in administration's private school policy implementation process, focusing on the interests of policy-related groups, and to reveal its policy implications. The Moon Jae-in administration's private school policy was implemented based on the principle of strengthening the public nature of education and the transparency of private schools, but the process of representing citizens' public opinion into policy and mobilizing support for the policy was not democratic. In the process of using the policy narrative to secure the normative value and legitimacy of private school policy, the opposing group was portrayed negatively, and devil shift strategies were used, inducing unneeded conflict. Above all, in the process of resolving educational inequality, where profits are concentrated on private schools, important educational values such as autonomy of private schools, diversity in education, and the right to choose schools were violated, and the cost borne by citizens increased. In order to reduce this policy paradox, citizens' opinions should be reflected and shared following the democratic procedure in implementing policies. Moreover, in the use of policy narratives, it is necessary to avoid devil shift strategies and present future visions and policy alternatives. It is also necessary to carefully judge the benefits and costs borne by citizens according to the outcome of the policy and implement the private school policy focusing on the realization of educational value rather than the profit of political ideology.
