본 연구는 학교자치 관련 정책 및 연구들을 전반적으로 살펴보고, 우리 교육계가 앞으로 관심을 갖고 중점적으로 추진해야 할 과제들을 탐색하는데 목적이 있다. 이를 위해 학교자치의 개념과 영역, 그리고 역사를 살펴보고 Cooper의 다차원 정책분석 모형을 기반으로 학교자치 관련 정책과 연구들을 진단, 분석, 그리고 발전 과제를 도출하였다. 본 연구를 통해 도출해 낸 학교자치 발전 과제들을 제시하면 다음과 같다. 첫째, 규범적 차원(normative dimension)에서는 학교자치가 추구해야 할 중요한 가치로 자율성, 전문성, 책무성, 민주성을 강조한다. 둘째, 구조적 차원(structural dimension)에서는 교육청이 감독자가 아니라 지원자로, 교육과정과 단위학교 예산 편성 및 집행의 자율성을 강화시키는 체제로의 변화를 제안한다. 셋째, 구성적 차원(constituent dimension)에서는 학교구성원이 학교운영 및 교육활동에 적극적으로 참여할 수 있는 자치기구의 법제화를 제안한다. 넷째, 기술적 차원(technical dimension)에서 교육활동을 성찰할 수 있는 학교자체평가와 학교자치 수준 진단 도구에 대한 연구와 활용 강화를 제안한다.

The purpose of this study is to examine the policies and studies related to school autonomy in general, and to explore the tasks that we should focus on in the future. To this end, the concept, domain, and history of school autonomy are examined, and policies related to school autonomy are diagnosed, analyzed, and development tasks are derived based on Cooper's multidimensional policy analysis model. School autonomy development tasks derived from this study are presented as follows. First, in the normative dimension, autonomy, professionalism, accountability, and democracy are emphasized as important values that school autonomy should pursue. Second, in the structural dimension, we propose a systemic change in which the Office of Education is not a supervisor but a volunteer, and strengthens the autonomy of unit school budgeting and execution. Third, in the constituent dimension, it is proposed to legislate an autonomous organization that allows school members to actively participate in school management and educational activities. Fourth, it is proposed to strengthen research and use of school self-evaluation and school autonomy level diagnosis tools that can reflect on educational activities in the technical dimension.
