The Effect of the Introduction of California Cap-and-Trade on Carbon Dioxide Emission Abatement

California adopted the cap-and-trade in December 2010 while maintaining its existing environmental policies. This paper investigated whether the introduction of California cap-and-trade led to an increased reduction of per capita carbon dioxide emissions after its adoption. This effect was estimated by applying the Synthetic Control Method to annual state-level data of the United States. Synthetic California was designed using population growth rate, GDP per capita, natural gas price, unemployment rate, and 3 years of lagged outcome variables. Real California’s per capita carbon dioxide emissions showed the same trends as synthetic California’s after the adoption of the California cap- and-trade. This finding meant that the introduction of California cap-and-trade did not cause a further reduction in carbon emissions.
