초록/요약
15세기 중반부터 16세기에 걸쳐 조선의 북방 2도 백성들은 가혹한 부역에 시달렸다. 평안도 백성들은 방수의 과중함과 영송의 폐단으로, 함경도 백성들은 과다한 부역과 변장들의 침탈에 살아가기가 고통스러웠다. 그러자 이들은 압록강 너머 요동지역이나 두만강 너머 야인의 땅으로 도망갔다. 북방 2도 백성들이 유망하자 군액이 감소되었다. 양적 질적으로 군액이 감소하자 조선의 군사력은 약화되었다. 감소된 군액을 충정하기 위해 여러 조치가 강구되었지만 100여년에 걸친 이 폐단은 쉽게 시정되기 어려웠다. 16세기의 이런 상황에서 조선은 외적의 침입에 직면했다.
