King Sejong of Joseon established garrisons(鎭, jin) in Hoeryeong, Onseong, Jongseong, Gyeongwon and Gyeongheung,and allowed Jurchens to reside in these areas. In exchange for granting this right, Joseon made active use of these Jurchen tribes as protection along the northeastern border. The Seongjeoyain(城底野人, Jurchen who live at the foot of the fortifications) began to take root during the reign of King Seongjong and emerged in full form during that of King Jungjong. As a result, they ceased to function as part of Joseon’s defense. During the reign of King Jungjong, Joseon became weaker from both an economic and military standpoint. From the reign of King Myeongjong onwards, the tribes that made up the Beonho(藩胡, Fence Jurchens) not only directly engaged in rebellions against Joseon, but also participated in Simcheoho(深處胡) chieftains’ invasion of Joseon during the reign of King Seonjo. In the end, they turned their backs on Joseon and joined Nurhaci(努爾哈赤). As such, the system under which Beonho resided within Joseon’s five garrisons collapsed and the Beonho policy ceased to be implemented.
