Land Ownership System is not something that is being newly developed but is a system which has evolved along with the history of mankind, a thorough examination of past problems can lead to a future legal system that is more rational and accords with substantial justice. The Chosun period(Yi dynasty) in connection with Woodland Ownership System was stipulated in its law prohibition of exclusive private property right to woodland(sajomkeumji 私占禁地), which means all the woodland belongs to the nation or the king as a sovereign by law. However, woodland of State Ownership in Chosun period was converted as an object of private ownership by politics decision based wrong analysis of the Chosun Governor Headquarter under Japanese Colonization.
