초록/요약
After withdrawal of Russia troops the Great Han Empire demanded Japanese Government of Withdrawal of Japanese Armed forces in Great Han Empire. Japan tempted pro-Japanese to check withdrawal discussion. Japanese Armed forces in Great Han Empire was a menace to King Kojong(高宗). As a result Japanese Armed forces in Great Han Empire made promote Japans’ influence in Great Han Empire. Gato took of right of construction for Seoul-Fusan Railroad (京釜鐵道). Gato pursuaded King Kojong from a logical point of view if King Kojong gave Japanese Government Seoul-Fusan Line(京釜線) concession that Japanese Government would moderate policy to Great Han Empire. Gato regard the whole nation assembly(萬民共同會) to counterforce for Japan. As a result Gato intended to dissolution of the whole nation assembly. Gato intended to exclude pro-Russian. Gato planned tempt pro-Japanese to promote Japan’ influence in Great Han Empire. The Japanese Ministers to Great Han Empire checked diplomat of Russian by coalition of Britain diplomat. Activity of The Japanese Ministers to Great Han Empire made promote Japan’ influence in Great Han Empire.
