Zen Buddhism and Tiantai Buddhism was popular in late Koryŏ. Tiantai developed to be public Buddhism with appeal of common people and the powerful class. Esoteric Buddhism was popular and was influenced by the inflow of Tibetan Buddhism. Esoteric Buddhism influenced on many kinds of denominations. Belief in Avalokitesvara and Amita Buddha ruled the time with rising above denominations. Belief in Manjusri Bodhisattva was gradually gaining force. It appeared as the link connecting belief in the Saddharmapundarika and Esoteric Buddhism and the role of relieving the mass of people from Mongolian invaders, and then had support of the public by Ilyeon and Jigong. Jigong practiced the public Buddhism movement to give everyone the commandments of Manjusri. Belief in Manjusri was more public by Shindon and Naong and at the height. Shindon held the rituals for Manjusri and relieve public people without any discrimination. He also investigate the lands and return them to their owners. If slaves insisted on freemen, he made all of them free. Naong practiced the public Buddhism to enhance belief in Avalokitesvara, Amita Buddha, Manjusri. While he held the rituals for Manjusri, many people gathered together. There was a difference that Shindon's ritual for Manjusri was based on Esoteric Buddhism with neglecting the commandments, Naong's rituals for Manjusri was characteristic of making the most of the commandments. Both have something in common in pursuing the Buddhist movement which came up to the public people through the belief of Manjusri.
