The economic reform has been insufficient to obtain satisfactory results since it only maximizes the efficiency of labor without capital. The economic reform has a long way to go because there are great obstacles such as a shortage of capital and the lack of diplomatic relations with the U.S. Kim Jong-il has no other choice but to introduce such reforms, even though such reforms are inevitably accompanied by political reforms such as the case of East European countries after the collapse of the Soviet bloc. Unavoidably the Workers' party will be reformed and the leader will recognize political pluralism. The feasibility of a political upheaval by the leader's own efforts is not likely in the near future because there will be an adverse reaction. Socialist reform requires much time since a new environment and conditions must first be established. China started with reform attempts initiated after 1978. However, the decision to dissolve people's communes was made in 1982, and private economic activities were legalized in 1988.
