A study on Accessibility issues of Web and VOD : A Case Study in Korea

As Information Communications Technologies (ICT) becomes further ingrained into everyday life, ensuring the accessibility for all is an important issue under the ‘digital inclusion discourse’ and thus currently, the web and VOD accessibility issues often debated. Related law and policy have made significant progress, yet, the academic and industry research around accessibility is surprisingly omitted. Therefore, this paper investigated two different dimensions of the accessibility issues: accessible web and VOD service. Study 1 evaluated the current conformance level of domestic media company’s web accessibility to see if they meet the ‘Korean Web Content Accessibility Guidelines (KWCAG)’ standards. The result of study 1 showed that the overall web accessibility of Korean media companies is insufficient. Among the major media divisions (publishing, broadcasting, and information system), traditional broadcasting and major newspaper organizations showed the highest rank in providing accessible websites compared to other divisions. Internet portals and SNS companies appeared to be the second rank, and small-sized publishing companies and e-learning companies showed the lowest rank of conformance to web accessibility guidelines. Nevertheless, the findings suggested that the principle of ‘Perceivable’ and ‘Operable’ need to improve to enhance web accessibility for all Korean media companies. Study 2 investigated the current stage of a provision on accessible VOD services in Korea by adopting the actor-network theory (ANT). An interpretive epistemology is adopted to understand phenomena through an in-depth interview with organizational members and used qualitative analysis. Study 2 discovered that the focal actant is an organization of disabled people, and Korea is under the ‘Problematization’ moment of the process in the provision of accessible VOD services. The network could not be established until now because the actants' interests were not aligned with the other actant. To move on to the next stage, government and regulatory bodies like KCC will have to be the most important actant in providing standards in technology, setting up an annual meeting with other actants, and learn to hear other actants' opinion. Referencing the case of U.S., U.K, and expert’s recommendations, few implications were drawn to mitigate the current deficiencies in the accessibility issues.
