The Educational Mobility Program and Regional Identity: The Case of Erasmus and CAMPUS Asia

Abstract East Asia has been characterized by economically biased, shallow, and narrow regional integration. In 2011, following the footsteps of Erasmus, the European student exchange program, China, Japan, and Korea started the CAMPUS Asia pilot program for further integration in the region. This study aimed to identify implications for the future development of CAMPUS Asia. By the direct comparison between Erasmus and CAMPUS Asia, this study focused on the identification of missing elements within CAMPUS Asia in the process of benchmarking Erasmus in terms of regional identity building. This study also conducted a survey to investigate CAMPUS Asia participants‘ Asian identity recognition. Based on the survey, this study found three challenges regarding the implementation of CAMPUS Asia. First, the role of the central institution within CAMPUS Asia was not strong enough to provide structured support and develop the program further. Second, the differing educational systems in member countries were a stumbling block for participants. Third, program management, particularly the lack of variety in sub-programs within a limited number of member countries was inefficient for building Asian identity. The main conclusions of this thesis are as follows. Regarding the value of student exchange program in regional identity building, CAMPUS Asia should continuously make improvements in accordance with the three findings to encourage the smoother exchange of Asian students to establish Asian identity. Furthermore, it is recommended that youth-centered regional cooperation should be emphasized more to establish Asian identity for the next step in Asian integration.
