초록/요약
본 논문의 연구목적은 우리 나라에 현존하는 37개소의 유인등대에 대해서 다각도로 접근하고, 공공재로서 유인등대에 대한 효율적 운영관리 방안의 일환으로 사업화 방안을 제시하는데 있다. 이를 위해서 공공재로서의 유인등대의 특징과 항로표지로서의 특징, 역사적 의미를 살펴보고, 유인등대의 운영관리 현황에서 나타나는 문제점을 알아본다. 동시에 주류적 관점에서의 민영화 이론을 검토하고 민영화의 효율적 방안 제시로써 사업화요인을 검토하였다. 사업화요인의 검토는 관광자원 개발론에 입각한 관광지의 특성에 근거하는 유형 분류로써 자원개발형과 입지에 따른 분류, 자원특징형에 해당하는 5가지 유형(부지의 규모성, 자연경관의 수월성, 입지적 특수성, 접근 편리성, 문화유산성)으로 분석하였다. 나아가서 유인등대에 관한 해외의 민영화 사례를 검토함으로써 관련전문기관의 활용과 등대 고유기능의 변화에 대한 대응, 그리고 특성을 고려한 개발추진 현황 등을 통해서 시사점을 이끌어내었다. 마지막으로 유인등대의 민영화를 위한 실증분석을 실시함으로써 현장에서 근무하는 등대관리원의 의견을 통해 유인등대 민영화 또는 사업화에 대한 함의를 도출해내었다. 조사 항목에는 업무만족도와 엄무난이도 및 전문성, 근무방식 만족도, 위탁운영에 관한 의견 등이 포함되었다. 조사 결과 대체로 국가공무원으로서 본인의 직업만족도는 높게 나타났으나, 상대적으로 가족과 자녀의 직업만족도는 떨어지는 결과를 보였으며 근무방식에 대한 만족도는 현재 순환근무방식의 유지를 원하는 것으로 나타났다. 나아가서 민영화에 대한 인식은 부정적이었는데, 이것은 민영화가 진행될 경우 인원 감축이 진행될 것이고, 그 결과 일자리를 잃게 될지도 모른다는 두려움의 결과라고 할 수 있다. 본 연구의 한계로는 등대를 민영화함에 있어서의 기본적인 방향설정에 그치고 있다는 것이 지적될 수 있다. 향후 이와 관련한 후속연구가 필요할 것으로 보이며, 전통적 등대고유 기능의 변화와 등대와 주변의 빼어난 자연경관 등 자원의 적극 활용이라는 원칙하에 보다 구체적인 사업화 모형의 개발에 대한 연구가 필요한 부분이다.
