England and Wales: Achievements and challenges in water supply services

The thesis analyzes the achievements and the results of the policies implemented in the water supply services in England and Wales, from 1989 to the present time. Using the stakeholder theories, I focus on the relations among the different actors in the field, the mutual influence among them, and its effects. I also provide a case study about the 1995 Yorkshire drought, an event which affected those relations and led to major changes in the water legislation. In addition, the thesis explores the current water supply models adopted in Germany and France, focusing on the achievements and issues of the municipality-based model of those two European countries, in particular about the consumers’ representation, and transparency. The mutual influence among private companies, public regulatory authorities, and the customers of the service, created a unique model in England and Wales, which still faces numerous challenges, despite the efforts carried on in the years to refine the legislative framework. Customer’s representation, and public accountability of the authorities, are the areas in need of further improvements, representing the major issues of the model. A clearer division of tasks among the different authorities is necessary, together with a more direct dialogue between them and the consumers. I also suggest the end of the monopolies in the market as a desirable change, as a way to provide a beneficial competition for the customers.
