Contrary to what is often believed, the current progress on climate change and international trade rules hints at potential synergy effect which can be realized through liberalizing the trade of Environmental Goods and Services (EGS). Negotiations are taking place under the World Trade Organization (WTO) to find appropriate solution to tackle both trade liberalization and climate change mitigation. While there seems to be a consensus on the estimate of potential size of the EGS market, skepticism exists on the estimate of GHG emissions impact of liberalizing trade in EGS. Also, the progress has been slow due to disagreements among the members on the issues of defining EGS and modalities of liberalizing EGS. Many developed countries are advocating “list approach” modeled on the existing WTO Information Technology Agreement (ITA) whereas a few developing countries are in support of alternative approaches. Estimation of potential impacts of liberalizing EGS on actual reduction of greenhouse gases (GHG) emissions is being actively discussed. This paper attempts to put forward implications on how liberalization of EGS could facilitate in achieving trade liberalization and climate change mitigation through discussions of above mentioned key factors.
