Study on Motorcycle Dependence in Taipei

ABSTRACT Motorcycle is regarded as the main transport mode in Taiwan, and it has become too important to be without in the daily life of people. A survey by Ministry of Transportation and Communications pointed out that the ownership rate of motorcycle rises by five times during the period from 1977 to 2009. However, the population increases by merely 40% over the same period. With the characteristics of small size, high mobility, and convenience, motorcycle is capable of weaving in and out in the congested traffic flow and easily finding a parking place. What is more, the cost of holding and maintaining motorcycles is relatively lower compared to cars. In spite of all the advantages to the users, the problems resulting from the massive use of motorcycle lead to serious social problems, such as deteriorating air quality, high road casualties, inefficient public transport investment, parking disorder, and so on. Granted, measures taken to curtail the growth of motorcycles has always been used as a strategy to improve the motorcycle-related social problems. As a consequence, the more understanding of the latent factors contributing to motorcycle dependence, the better the policies could be put forward and be enacted effectively. In the sense, the study tries to elaborate on the ongoing issues from the perspective of situational constraints and subjective factors in the hope of learning more about the attributes affecting traveler’s behavior in the selection of mode choice, and giving policy makers some ideas for dealing with the current motorcycle-related impasse.
