Foreign Direct Investment (FDI) is regarded as one of the keys to economic development by the Mongolian Government. This thesis explores FDI into the country, and attempts to analyze possible factors resulting in the change of the inflow. In doing so, two periods have been compared by their degree of measures taken by the Government in the investment incentive matter. Studies showed that the attitude towards inward FDI has changed considerably over the last couple of decades in Mongolia, as it liberalized its policies to attract all kinds of investment from multinational corporations. However, incentives that are designed are too narrow in terms of economic sectors, and considerable action should be taken to counterbalance any risk of overdependence in one sector to achieve economic development.
