초록/요약
After the end of Cold War, so called second generation Peacekeeping is being focused which requires a vast financial support and a technology, Japan as one of the biggest economic powers, is needed for UN Peace keeping operation. Japan conducted its role greatly so far. However, Japanese Peace constitution restricts its Self Defense Force participation in the mission. And the restriction caused a condemnation on Japan for not sweating together. Despite of the active participation and law enactment the debates on Japanese PKO seemed not settled down yet. Since Japanese Constitution is rather stricter than those of German Basic Law which gave Germany to reinterpret their constitution. Second of all, Japan was not familiar with a concept of Collective Security like Germany joined the NATO. Lastly, even after enact the law which allowed the SDF dispatch abroad, further revision were suspected by neighbors for loosening the restriction on the SDF operational limit more than they need to. Hence, the purpose of the thesis is that to show how the PKO law enacted and why it brought a controversy. By doing so, this thesis would like to suggest future prospects of Japanese PKO.
