초록/요약
Globalization in the world taking in many form and in many industry, to pursuing of economic integration many countries enter union or free trade agreement and elimination of restriction and opening up regulation, aviation industry is no different. Open skies or deregulation in aviation industry has been part of ASEAN economic integration with aim to free movement of people and trade. Open skies which was first applied between the United States and the Netherlands in 1992 have benefits as well as costs for the countries involved, airlines and travelling public this benefit and cost also come directly or indirectly which also have impact on other industry which may not necessarily close to aviation industry. Open skies is originally aimed to lower fare through competition which end result to gain economic growth and employment growth. Indonesia an archipelagos country is the largest country among ASEAN member states but the aviation industry not the strongest. Domestic deregulation in the early 2000 is resulted in increased competition and airlines became more competitive with many airlines facing bankruptcy and others which survives and grow. ASEAN open skies has the possibility to increase the number of people visiting Indonesia, connecting no air routes or limited service leading to increased trade and a boom tourism. However ASEAN open skies would also bring competition from other airlines from other ASEAN member states which have notably stronger airlines. Despite the possibility of an increase in competition such as seen in European Union open skies the Indonesian still need to implement limited introduction of open skies in its five major airports. To prepare for increased competition airlines must have clear business models and possibly explore alternative business model. However, this alone will not succeed unless the government provides support in the form of improvement in infrastructure to accommodate the possibility of increase in traffic and number of passengers.
