(The) Korean Steel Industry in The Light of Northeast Asian Economic Integration

Amid the worldwide increasing trend of regionalism, the Northeast Asian countries including Korea, Japan and China became to realize the necessity of close economic cooperation among them especially since the Asian financial crisis. Since in November 1999 when the summit meeting was held in regard to economic cooperation, these three countries are trying to contribute to the Korea Japan-China(CJK) FTA, holding a regular working level or summit meeting and embarking a three countries' joint research project. Under such a situation, this thesis is attempted to examine the industrial influence on the steel industry in the light of the Northeast Asian FTA and the strategic response of Korean steel industry. Considering the effect of the trilateral FTA on steel industry in terms of intra-regional trade expansion, structural change and trade policy, the reduction of tariff is expected to have little impact on trade expansion in contrast with the elimination of non-tariff barriers. It is caused by the fact that the NTBs have recently become more important than tariff as obstructions to the flow of international trade and now rise a major threat to the world trading system. The CJK FTA will promote the FDI into the intra-regional countries, accelerating the structural change from vertical to horizontal division of labor and easing the trade conflicts. The trilateral FTA will also give a strong impetus to conduct steel companies restructuring and M&A and contribute to set up its own line of trade policy independent on ED and US, keeping pace with the world big economic bloc. Thanks to the CJK FT A, Korea, based on good facility efficient, advanced operation technology and skilled workers, will benefit from avoiding the trade conflicts and trade obstacles and having a large-demanding market from China and Japan. On the other hand, Korea has a possibility of 'Nutcracker' threat between China and Japan due to China's rapid development and Japan's highest technology level. Thus, to prepare for the world changing environment and fierce competition after the economic integration, Korea should devote to making proper strategy for strengthening the competitiveness of future steel industry with promotion of the state-of-the-art manufacturing technology, strategic alliance with steel consuming industry as well as foreign steel companies, sustainable restructuring process and e-business.
