Since Chinese reform and policy in 1978, almost all cities had experienced unprecedented development. The rapid development could be embodied in many aspects. The growth of city population is one of the most important aspects. According to statistical data, city population had increased many times, especially some big cities. For example Beijing Shanghai Guangzhou and Shenzhen. The rapid expansion of city population brought a lot of negative effects to society and economy development of city, characterized by the high city population density, serious traffic congestion, increasing environmental pollution and cost of living in city. On the other hand, the overconcentrated city population would give rise to the excessive concentration of city function, the intraregional inequality as well as the problem of interregional inequality, and finally influence the city development. In such a case, both city government and some scholars began to focus on the issue of city population policy, also made some policy advice in many ways. This paper carries out research bout population policy of Guangzhou from the urban planning perspective, base on the feature of urban planning, including how to control reasonable population size, optimize the structure and geographical distribution of the population in the city. At first, this paper reviews theoretical basis and previous studies on population policy and the study of greenbelt policy, zoning system and regional governance etc. Secondly, this paper mainly introduces the Seoul？s experience of population policy. Thirdly, this paper analyzes the problem of the existing population policy in Guangzhou. Critically examine the topic of the study based on previous research, collected hard data, and reasoning. Finally, this paper presents the conclusion and policy implications after finding the causes of the problem.
