Analysis on Improving Waste Management System in Beijing

Abstract Content: Urban waste disposal & management is not only an important component of city management and public service, but also the crucial content of improving the ecological environment in urban and rural areas, ensuring the urban operation in security. The output of the domestic waste in Beijing is increasing consecutively. How to deal with the urban waste has already become a world research subject. Even though Beijing has invested huge manpower, materials and monetary since 1990s, nevertheless, compared with developed cities, there still exist big gap in many aspects. In Beijing, urban waste amount rises continuously nearly 8% per year; the total capacity of waste disposal is far less than the whole output of waste; the main technology of waste disposal is out of date. Socialists therefore claim that Beijing will be surrounded by urban waste soon if government does not implement effective measures as soon as possible. As a special public service, waste disposal have some unique characteristics different from common goods or service. Because of these characteristics, it results that government has to play a vital role and take responsibility to face challenges and settle these problems. Therefore, at present, the most imperative mission for Beijing government is how to carry out the work of urban waste disposal and management, improve the level of waste disposal, diminish environment pollution caused by waste, develop a new waste management mechanism suitable for Beijing reality, and finally realize the coordinate development among environment, society and economy. Therefore,this study mainly stands at the point of Beijing government and consider synthetically benefits of other sides to carry out analysis and propose opinions. All in all, this study wants to solve waste problems of Beijing through setting up a new disposal and management system.
