COLOMBIA'S MINING INDUSTRY : OPPORTUNITIES FOR KOREAN INVESTMENT IN NATURAL RESOURCE DEVELOPMENT

Colombia is currently experiencing increasing inflows of investment in the mining sector due to a set of factors that have restored investors’ confidence in the country. The business-friendly and security-oriented administration of Alvaro Uribe Velez (2002-2010) and the incumbent President Juan Manuel Santos have implemented a set of policies that facilitated and promoted this specific industry and turned the country from a ‘near-failed-state’ to a strengthened Nation-State. On the other hand, South Korea is highly import dependant regarding its mineral needs (today it imports 97% of the minerals and fuels it consumes) Korea Resources Corporation (KORES) has identified strategic minerals which have a great impact in national industry and has devised a strategy to secure the supply of these minerals. Some of these minerals are found and mined in Colombia. An important policy convergence is found between Colombia and South Korea; Colombia is coordinating different policies in order to attract foreign investment to the oil and mining sector; South Korea is promoting the development of overseas mining businesses in order to achieve certain level of sufficiency. Significant gains for Korean investment in Colombian mining industry would include securing and diversifying the supply of critical minerals and for Colombia to attract significant amounts of foreign direct investment and the development of these resources.
