최근 전국적으로 40여개의 도시에서 유비쿼터스 도시가 건설되고 있으며, 모든 신도시가 유비쿼터스 도시를 표방하여 건설되고 있다. 유비쿼터스 도시는 첨단 ICT 인프라, 유비쿼터스 도시 서비스와 통합운영센터(Ubiquitous City Management Center)로 구성된다. 유비쿼터스 도시의 각종 정보를 효율적으로 관리 운영하고 체계화된 정보를 가공하여 제공하는 U-City의 필수적인 요소가 통합운영센터이다. 통합운영센터는 통합 GIS 기반의 환경, 안전, 교통, 행정, 생활정보 등 유비쿼터스 정보서비스의 종합적인 관리 및 정보제공 기능과 도시 관리·관제 기능을 담당하는 가장 중요한 시설이다. 도시 도처에 존재하는 단말(센서)로부터의 수집된 정보, 유관기관으로 부터의 정보 수집하고 이를 가공, 처리하여 도시민에게 다양한 정보를 제공하는 통합운영센터는 체계적인 보안관리 프레임워크가 절실히 요구되나 체계적으로 정립되지 못하고 있는 실정이다 본 논문은 기존의 보안 대책이 U-City에 적합하지 않은 점에서 출발하여 정보이용자(시민 및 유관기관)의 외부망을 통한 외부로부터의 접근, 센터 관리자의 내부망 접근과 U-City망을 통한 현장단말, 지자체행정망 등으로부터의 접근으로 구분하여 유비쿼터스 도시 통합운영센터에 적합한 보안 프레임워크를 제시한다. 이를 위하여 첫째 도시통합운영센터의 보안취약점을 분석하고 이에 대한 대책을 제안하고, 둘째 통합운영센터에 적용 가능한 보안 모델을 제안하고, 마지막으로 사용자 접근제어를 위한 보안 인증서비스 구조를 제안한다. 본 논문에서 제안하는 보안 프레임워크는 표준화를 통해서 모든 유비쿼터스 도시의 통합운영센터에 적용할 수 있기를 기대한다.

Recently, Ubiquitous Cities are being built in about 40 cities across the country and every new city is under construction claiming itself as a Ubiquitous City. A Ubiquitous City features state-of-the-art ICT infrastructure, Ubiquitous City Service and a Ubiquitous City Management Center, which is a vital element for a U-City as it is not only effectively managing and operating all sorts of information on a U-City but processing and providing systematized information. In other words, a Ubiquitous City Management Center is the most important facility that plays a role in managing and providing comprehensive Ubiquitous information service on GIS-based environment, safety, traffic, administration, living etc. and in controlling a U-City. Information from terminals(sensors) which are just everywhere in a city and from related organizations is collected and processed by a Ubiquitous City Management Center to be provided for city people. However, a Ubiquitous City Management Center at the moment is not being established systematically and therefore, is in desperate need of a systematic security management framework. Given that existing security measures are not appropriate for a U-City, this study presents a suitable security framework for a Ubiquitous City Management Center by breaking down into several accesses: from outside through an external network of information user(citizens and related organizations), from a Center manager's internal network, from terminals on the spot and the administration network of a local government through a U-City network. For this, firstly, this study analyzes security vulnerabilities in a Ubiquitous City Management Center and suggests countermeasures against them. Secondly, it suggests a security model which is applicable to the Center. Lastly, it suggests a framework for security authentication service in order to control a user access. The security framework suggested in this study is expected to be applied to all Ubiquitous City Management Centers through standardization.
