(Abstract) Evidential research about the effects on the outcomes of works by the Information Systems based Knowledge Management in public organization - Forcusing on the case of MMA - This paper had studied about the method of realistic improvement and activation in operation of the knowledge management system(KMS) by analyzing and seeking after the problems and effects on the case of KMS which influence on the outcomes of works in public organization focusing on KMS of military manpower administration(MMA) In order to this research, the proceeding theory of the concepts, the necessities, the elements of composition, the effects by building and operating of KMS is firstly investigated. After, the understanding and satisfaction of the members who working for MMA about KMS are actually analyzed. Finally, the methods of successful operation and activation about KMS are finally studied. MMA is now operating of KMS. Initially KMS in MMA had been introduced New Information-Oriented System in 1999 and operated as forms of EDMS. After that the commissioner Yun Ku Hyok who taked office in 2005, set up T/F Team, Knowledge management strategy Team, holding up slogan "the only way to stand against drastic change of national defense, society and public administrational environment is knowledge management." according to the President''s words "the country which do not manage knowledge would fall down to second rate, public administration also fall down to third rate." Knowledge management is ordinally defined as the activities which increase productivity and competitiveness of the whole of organization by seeking for intangible asset such as intellectual properties, know-hows which group members who consist of the organization have possessed and systematically managing and using. KMS, the main point to support this activities more effectively, is called as the information system which supports, products, stores, searches and uses the information. The KMS in the republic of Korea government which had begun on May. 2005. has became 8 years until now and has made great efforts on establishing of KMS in every departments by method of specifying KMS as common basic subject of public administration innovation from 2005 and evaluated the annual achievement at the end of the year and so on. Owing to this, amounts of knowledge are enrolled and stored in the knowledge bank in the MMA by the result of the efforts which introduced the goal of possessing knowledge set on the campaign "every one person, every one knowledge" from 2006. Though the KMS in the MMA has short periods of building and operating time, has planned to improve user''s convenience by upgrading and eliminating problems through benchmarking the KMS of the other departments. However, all of these efforts, according to the result of research about the user''s satisfaction of the KMS and the outcomes of changing duties by using KMS, there are some low degree of user''s satisfaction in the aspect of IT such as ①difficulty of the accurate information research ②insufficiency of the information classification system ③low speed of system response. On the contrary, the attitude of constituents and the satisfaction of organizational culture show very high. Though the satisfaction of the support by the Commissioner is also exceedingly high, the results about the supports of manpower and budgets show insufficient. Another results on the parts of impartiality and objectivity of evaluation in the evaluation system of activity of knowledge management show remarkably low. The other result about the outcomes using by KMS shows that there is little success in the outside and civil affairs of organization whereas the inside affairs of organization have a little effects.
