초록/요약
Foreign Direct Investment has become a strong engine for economic growth and development of nations. As a developing country, Yemen is seeking to attract FDI through removing restrictions and barriers before foreign investors, providing incentives and creating policies that facilitate and enhance FDI. Thus, the purpose of this research is to examine whether these policies can improve its ability to attract FDI. Yemen undertakes a new policy of uniform treatment for all investors, domestic and foreign. In 2002, a new investment law was enacted. This new law eliminates intervention of the government agencies in investment projects and gives wider freedom to investors in running their projects. The government also adopts a number of policies and measures to attract many foreign investors to invest in the country. These policies include fiscal incentives in the form of exemptions from several taxes; monitory policy dealing with exchange rate, inflation etc; regulatory policies concerned with the entry, ownership, expropriation and repatriation; privatization and other relevant policies. A study of these policies and a look at the trend of FDI flow to Yemen since the early 1990s will show the aspects of success and aspects of failure of the policies and consequently alternative policies could be proposed.
