Abstract By analyzing problems in the Korean government real estate management system, this paper aims to work out measures to improve the existing system and newly establish a more efficient one. In order to accomplish the purpose of this paper, review was made on the theories and precedent studies of government real estate management, followed by analysis of the current status and problems of the Korean government real estate management system. And then, suggestive ideas were drawn from advanced countries' government real estate management systems and operation of procurement systems. Through comparison of merits and demerits of centralized and decentralized government real estate management systems, efficient operation method was explored. Also, in regard to the recent abolition of central government's delegation of authority to local governments concerning government real estate management, analysis was conducted on the necessity to adjust local autonomies' proxy government real estate management work. In this paper, main research was conducted on the government real estate out of entire government property. In seeking out efficient management schemes, miscellaneous land among government real estate was used as the research subject. The scheme for efficient government real estate management was explored in conjunction with the Korean government's procurement business. To this end, research materials both at home and abroad, relevant cases of advanced countries, and existing statistical data were utilized. The management system of the Korean government real estate is operated as follows. In the case of administrative property, it is managed by relevant competent authorities in compliance with the type of the purpose of such property; on the other hand, miscellaneous property is under the comprehensive management of the Ministry of Strategy and Finance. However, due to the lack of workforce and subsidiary local organizations, the said Ministry has entrusted the management to local autonomies and professional private enterprises. Such decentralized management system is the main factor that has caused the poor management of miscellaneous property. Especially, lack of management and supervision role by the Ministry of Strategy and Finance has led to the increase of moral hazard for local autonomies' persons in charge and poor management of government property because of shortage of manpower and professionalism. Furthermore, it has become difficult to establish a nation-wide comprehensive and long-term management plan and maintain policy consistency. In order to resolve problems in the government property management system and enhance the managerial efficiency, the current decentralized management structure should be changed to the centralized one. Also, it is necessary to separately operate exclusive management organization. In the case of the advanced countries such as the US, England, and Japan, general property devoid of administrative purpose (in Korea, this refers to miscellaneous property) is managed by an exclusive management organization to enhance efficiency in management. This paper proposes a suggestion to solution that the Public Procurement Service(PPS) should be entrusted with the role of centralized government property management organization in order to maximize efficiency of government property management business. The rationale is as follows. Firstly, PPS is able to easily obtain accessibility to local sites by taking advantage of its local branch offices located across the country. Secondly, PPS is sure to guarantee public nature of the government property management work. Thirdly, on the basis of public trust PPS enjoys as a governmental organization, PPS is able to establish smooth cooperative relationship with local autonomies. Fourthly, by closely combining the comprehensive and executive functions, PPS is able to accomplish enhancement of efficiency in the government property management. However, in order for PPS to become an organization that has exclusive responsibility for the government property management business, PPS should tackle prerequisite requirements. These requirements include setting up legal basis to conduct such work, expanding local branches to strengthen accessibility to local places, obtaining expert personnel to prevent the state of vacuum in the implementation of work, and clarification of division of work and function between the current commissioning and entrustment of government property management business. Such efficient management system and operation scheme will contribute to the solution of transitional problems arising from the above-mentioned abolition of delegation of management authority and serve as efficient management tools.
